Those responsible for education policies and educators / trainers should be aware of these potential <strong>barriers</strong> and establish strategies to overcome them.</p>

<p>Negative attitudes towards distance education often results in concern for quality education, especially in the distance format &#8211; insufficient area explored theoretically.Instructors and administrators can make their concerns about the low level of interaction between students and instructor and lack of support services for distance learners (Willis, 1994). Others may have reservations about the involvement or the quality of distance students. However, research shows that these concerns are often caused by lack of experience in distance education.</p>
<p>Other negative attitudes are based on: fear of losing autonomy, the need to change methods of training, inadequate support for the planning or redesigning courses, potential negative effects in terms of professional advancement. Institutional support in the form of orientation for team planning, assistance in course development and delivery process, extrinsic rewards such as additional compensation and credit for professional advancement &#8211; are needed to overcome these <strong>barriers</strong> of attitudes towards acceptance of the programs.</p>
<p>Technical aspects include: lack of industry standards for equipment and software, rapid technological change, which forces the additional costs associated with upgrading systems, need technical support services and initial costs of the system aspects of computer conference communication mode of access to network system, depending on the network, the &#8220;noise&#8221; in the network, inadequate access lines for network lines.</p>
<p>Strategies for overcoming these <strong>barriers</strong> should be to focus on:</p>
<p>- Initial research for adopting new technologies, including preliminary discussions with suppliers distance learning systems;<br />
- Visits to institutions that use such systems;<br />
- An assessment of internal infrastructure;<br />
- Assessment of hardware requirements, software and service providers offer;<br />
- Interviews with consultants, experienced instructors and designers of eLearning programs<br />
Because inadequate funding for the purchase of communication equipment is a major barrier to implementation, institutions will have to plan a financing on a longer period of time necessary technological of infrastructure to ensure efficient service.</p>
<p>Other strategies include the development of venture capital funds to assist institutions in obtaining technology and adopting a strategy of institutional change.</p>
<p>Programs such eLearning are not trusted yet as they are supposed to be, that is why there are so many barriers in working with this project but the idea and the result of such project are really effective. </p>
